DESCRIPTION
"This counter is incremented every time the
repeater state machine enters the TRANSMIT
COLLISION state from any state other than ONE PORT
LEFT (Ref: Fig 9-2) [11].
Note: The approximate minimum time for counter
rollover is 16 hours."
