profile index/trap ID pair with a severity to be used
for alarm traps.
The alarm severity profile index is referenced by the
'Alarm Severity assignment Profile Pointer' attribute
in the alarm-reporting managed entity e.g. plug-in unit
and TLM interface (tcAdaptor, Physical Path Termination
Point etc.).
